This is the difference between someone with a thin wallet, and someone with a thin moral character. One can still choose to do what is right, though money is not as available as desired.
Another aspect of this is equally wrong: the excess of money is the root of all good.
Ultimately, though money can make life easier, people still choose whether they will live a path of evil or good.
